first of all this is an excellent piece. the monochrome blue of the background and the surrounding area really help bring out the bright and vibrant lights in the piece, the sign on the right is particularly impressive in detailing. and the reflections on the watery ground are a nice touch and show good attention to detail.
however the piece feels too empty for the classic china-esqu theme that you seem to have gone for. Firstly I believe that adding some larger brightly lit TV signs to a few buildings would have been a nice touch and would have added some interesting lighting to the scene. secondly perhaps some inanimate objects like boxes, bins and newspapers here and there would have made the space feel more alive, maybe even a homeless guy somewhere or a couple more people walking around, I dunno just something other than the car and two people. lastly I'm unsure what the focus of the piece is, its all good having the whole piece as the focus but adding one major focal point would have really brought it to life.
overall though the lighting is very impressive and the reflections accurate and believable and your attention to detail with reflections here especially are what really help the piece as is. I'd say keep in mind the flow of the piece and be aware of how you want the viewer to look around your scene and try to guide them with the objects within it.
